Heb Group, in collaboration with Kier Construction, provided Mechanical, Electrical, and Plumbing (MEP) design, installation, and commissioning as part of the refurbishment of the Ministry of Justice’s premises at Sheffield’s Riverside Exchange area.

Scope of Work

  • Surveying and Validation: Conducted detailed surveys and validations of existing services to produce comprehensive design proposals.

Execution

The project was executed on a phased basis, focusing on one floor at a time. Each phase included:

  • Full Isolation and Strip Out: Complete removal of existing systems.
  • Installation: New MEP systems were installed according to the detailed design.
  • Testing and Commissioning: Ensured all systems were fully operational before handover.
  • Client Handover: Each phase was handed back to the Ministry of Justice for occupation after completion.

Challenges and Solutions

Occupied Building

  • During construction, all other floors remained occupied, with ground floors open to the public.
  • Logistics: Careful planning and coordination were essential to move materials through live areas without disrupting MoJ staff or compromising public safety.

Electrical Services

  • Control of Live and Isolated Services: Managing shared Distribution Boards (DBs) across occupied and construction zones was critical.
  • ESSOW Implementation: The Employment of Electrical Safety Standard Operating Work (ESSOW) was vital in maintaining safety for both The Heb Group’s operatives and MoJ staff.
